Ottoman – Russian relations since 18th century till the FirstWorld War has been characterized by the stigma of enmity andtension due to the ambitions of Russian Caesars to go south reachingthe warm waters, but the breakout of the balshafic Revolution in 1917has opened a new page between Soviet Union, the legal heir for theCaesar Russia and the Turkish National Movement which dismissedthe occupied forces and established the modern Turkish State upon theruins of Ottoman Empire by the military and material helps presentedby U.S.S.R. To that movement. Then, relations between both stateshas grown and reached its climax by the treaty of neutrality and Non –aggression concluded on October 1925. There is also official mutualvisits between both states.As for the economic aspect, these relations has witnessed aremarkable development since 1925 whether on trade level orpresenting Soviet loans which helped in establishing so manyfactories by which Turkey was in need of them to promote itseconomy اتسمت العلاقات التركية – السوفيتية منذ القرن الثامن عشر وحتى الحرب العالمية الأولى بطابع العداء والتوتر، نظراً لطموحات القياصرة الروس في التوسع جنوباً للوصول إلى المياه الدافئة لكن اندلاع الثورة البلشفية سنة 1917 فتحت صفحة جديدة بين الاتحاد السوفيتي، الوريث الشرعي لروسيا القيصرية والحركة الوطنية التركية التي طردت قوات المحتلين وأسست دولة تركيا الحديثة على أنقاض الإمبراطورية العثمانية بواسطة المساعدات المادية والعسكرية التي قدمت من قبل الاتحاد السوفيتي لتلك الحركة. وبعد ذلك فقد نمت العلاقات بين الدولتين ووصلت الى ذروتها بواسطة معاهدة الحياد وعدم الاعتداء التي أُبرمت في 17 تشرين الأول 1925.شهدت العلاقات السياسية تحسناً ملحوظاً بعد إبرام تلك المعاهدة وظهر ذلك بشكل جلي من خلال الزيارات المتبادلة لمسؤولي الدولتين، وفيما يتعلق بالعلاقات الاقتصادية فإنها شهدت تحسناً ملحوظاً منذ سنة 1925 سواء فيما يتعلق بحجم التبادل التجاري أو القروض السوفيتية التي ساعدت على تأسيس عدة مصانع كانت تركيا بأمس الحاجة إليها في سبيل تطوير اقتصادها.

Iraqi issue is considered one of the most effective cases inTurkish-U.S. relations after April, 9, 2003. This effect has beenreflected relatively upon these relations due to the difference in theirpoints of view with regard to the developments in Iraq especially theKurdish issue. Both countries have their own private interests ingiving their attitudes towards events in Iraq. U.S.A has responded tothe demands of Iraqi Kurds with regard to Federation and solving theproblem of Kirkuk as well as giving them an active role in the processof politics and security. This action troubled Ankara which saw thatU.S support to the Kurds might harm the historical interests of Turkeyand the way to deal with PKK which took form the north of Iraqmilitary bases.

Tremendous slowdown of Arab economic integration, indicatedthe extent of Arab failure in assisting an economic mass whichdictated by subjective necessities and subjective conditions ofregional integration nowadays since six decades ago. Thatslowdown was due to various obstacles.One decade ago, Arab free Commercial Region (AFCR) HADbeen established as a step on the way of big (AFCR) but actualprocedures assigned many dominant obstacles. The current paperanalyzed different dimensions and steps and suggesting essentialrule for achieving (AFCR).* بين البطء الكبير في عمليات التكامل الاقتصادي العربي منذ ستة عقود مدى الفشل العربي في إقامة الكتلة التي أملتها ضرورات ذاتية وتمليها ظروف موضوعية لعالم التكتلات الإقليمية اليوم، وذلك راجع للكثير من المعوقات التي جرى التعرض لها.منذ عقد واحد من الزمان أقيمت منطقة التجارة الحرة العربية خطوة على طريق مشروع المنطقة الحرة العربية الكبرى وفق أهداف ومقومات معينة لكن الواقع يشير إلى هيمنة الكثير من تلك المعوقات رغم التحسن النسبي في التجارة العربي البينية، فجاءت هذه الدراسة لتحلل أبعاد ومعطيات الخطوات الكفيلة بتجاوز العراقيل ولتقترح الصيغة الجوهرية المطلوبة لتحقيق التكامل الاقتصادي العربي.

Water project in Syria are Considered one of the most greateconomic achievement made by the Soviets in the Middle East. TheseWorks had got apolitical importance more than being economic oneswhich made the Soviet government to be in good relations with someother Arab countries like Egypt, Iraq, Yamen and Algeria in order tosupport them financially and technically (Dams, Hydro-electric powerplant stations, Irrigation…etc.).In accordance with agreements,economic protocols Signed among them which dealt with supportingeconomics of those countries. But the slow collapse of the Soviet stateat the end of 1980's had led to a huge gap in Arab-Soviet relations.These states and among them Syria found that its relationswith the Soviets might create negative results. Therefore, its foreignpolicy went to the side of the west while the Soviet influence began toretreat gradually in the Arab region till 1991. when the worldwitnessed the Collapse of U.S.S.R. in to Republics and states, themost Significance was the Federation of Russia. This state trieddeeply to reinforce its relations again with the Arab states and Syriawas one of them.∗ تعد المشاريع المائية في سوريا واحدة من أهم الإنجازات الاقتصادية الكبيرة التي حققها السوفيت على صعيد منطقة الشرق الأوسط. تلك الأعمال التي اكتسبت أهمية سياسية كبيرة أكثر من كونها مشروعات اقتصادية، دفعت الحكومة السوفيتية إلى توطيد علاقاتها مع بعض الدول العربية الأخرى كمصر والعراق واليمن والجزائر، بهدف تقديم الدعم المادي والفني اللازم لها في بناء وتمويل مشاريعها المائية ( سدود، محطات توليد الطاقة الكهرومائية، مشاريع الريّ...الخ )، طبقاً لما جاء في الاتفاقيات والبروتوكولات الاقتصادية الموقعة بينهما والتي تناولت دعم اقتصاديات هذه البلدان والنهوض بها. غير أن الانهيار البطيء الذي أصاب الدولة السوفيتية في نهاية عقد الثمانينات من القرن الماضي، أدى بطبيعة الحال إلى حدوث شرخ في العلاقات العربية - السوفيتية، بعدما وجدت هذه الدول ومن بينها سوريا أن علاقاتها مع هذا الاتحاد، سوف يجلب لها نتائج عكسية تضر بمصالحها ووضعها الإقليمي، فمالت بسياستها الخارجية نحو الغرب فيما بدأ النفوذ السوفيتي ينحسر ويتراجع تدريجياً في المنطقة حتى عام 1991، عندما شاهد العالم انهيار الاتحاد السوفيتي، وتفككه إلى عدة جمهوريات ودويلات أبرزها جمهورية روسيا الاتحادية، هذه الدولة التي قامت على أنقاضه وسعت جاهدة إلى تعزيز علاقاتها مرة ثانية مع الدول العربية ومن بينها الحليف القديم سوريا.

The research aims at explaining the nature of political systemin Jordan by showing the gist of the research and there is a sort ofa burse in distributing the three powers: they are executive,legislative and juridical powers. It is clear through out the paperthat there is on a control and hold for the executive powerupon the legislative one.This has created a sort of misbalance in the politics betweenboth powers and upon the structure of the political systemnegatively all over the country.∗ يهدف البحث إلى إلقاء الضوء على طبيعة النظام السياسي في المملكة الأردنية الهاشمية الذي تبين من خلال استعراض معطياته إلى وجود خلل في توزيع السلطات الثلاث: السلطة التنفيذية والسلطة التشريعية والسلطة القضائية، إذ ظهر واضحا مدى سيطرة وهيمنة السلة التنفيذية على السلطة التشريعية مما شكا اختلالا في التوازن السياسي بين تلك السلطتين وانعكس سلبا على بنية وهيكلية النظام السياسي بمجمله في ذلك البلد.

عند الحديث عن التاريخ السياسي لأي دولة في العالم فأننا نرى ان اغلب الدول مرت بثورات وانتفاضات أثرت بشكل سلبي أو إيجابي على النظام السياسي لذلك البلد. لان الثورة تعبر عن رؤى لأشخاص يختلفون في أفكارهم مع الأنظمة الحاكمة. فتاتي الثورة محصلة نهائية لتضارب هذه الأفكار والمفاهيم . وهذا بدوره ينعكس على السياسة الداخلية والخارجية للبلد.لان اختلاف الأفكار سيؤدي إلى اختلاف الحلول للمشاكل التي تواجهها الدولة.

تعتبر اللغة التركية إحدى اللغات الأورالية - الألطائية ، وإن لغات كلا الفرعين (الأورالية - الألطائية) تنتمي جغرافيا لسلسلة جبال الأورال التي تفصل اوربا عن آسيا وجبال الألطاي التي تقع في وسط قارة آسيا.إن من أهم اللغات التي توجد ضمن هذه العائلة (الأسرة) اللغوية هي المجرية والتركية والفنلندية والمغولية ولهذه اللغات أساس مشترك في بعض الخصائص اللغوية والبنيوية وكذلك ففي كل هذه اللغات يلعب التوافق الصوتي دورا مهما في حركة اللواحق وفي تكوين مشتقات الكلمات ، ويبدو هذا واضحا في اللغة التركية.فكل هذه اللغات تعتمد على إضافة اللواحق الى جذر الكلمة الرئيسية لكي تعطي وظائف نحوية عديدة ، يشتمل مصطلح اللغات التركية على عدد كبير من اللغات التي تعود الى أصل واحد. تنتشر اللغة التركية على مساحة تمتد من أواسط آسيا وحتى غربها مرورا باتجاه شرق أوربا.وبالنتيجة فإن اللغة التركية قد أفرزت بعض اللهجات بعد هجرة القبائل التركية والتي كان من أشهرها قبائل الأوغوز والقبجاق والتركمان. وتمثل نقوش الأورخون والأويغور والبلغار مرحلة مهمة في تطور اللغة التركية.
